Population growth, prosperity , and a government hoping to curb the crowded streets with other solutions. Hardly though would it make sense for a government to outright ban a certain type of transportation. A motorcycle ban. However, in Hanoi, Vietnam , there will be a BAN on motorcycles in the years to come. Since of course, people will have more money, they should be able to by cars. Makes sense right?

While they may have a CRAZY amount of bikes/scooters on the streets, the machines do serve a purpose. Yes, as people have increased wealth, they will, some of them anyway, flock towards other types of transportation because it will make more sense to them. Functionally and financially .
There is a commitment as well, for increased public transportation. The goal here is to increase public transport being used by 50% of the population vs the 12% that currently rely on it. A motorcycle ban will be a radical and hard to enforce stance. The population will transfer from their scooters and bikes to other forms of transport as the other ones become more available.
